Risk to the life and integrity of the priest Marcelo Perez and members of the Parish Council in Simojovel

peregrinacion2 The Fray Bartolomé de Las Casas Human Rights Center expresses its concern about the death threats, harassment, attacks and criminalization which threaten the life and integrity of the priest Marcelo Pérez Pérez (Father Marcelo) and others who are part of the Parish Council of the municipality of Simojovel, Chiapas, Mexico.

On June 6, 2014, members of the parish of San Antonio de Padua and from different areas and communities of the Catholic Believing People (Pueblo Creyente) (approximately 3,500 people,) in a peaceful pilgrimage, demanded that the municipal authorities of Simojovel decommission the bars, nightclubs and centers of prostitution. At the same time they made an appeal to the federal government to intervene in the fight against drug trafficking in the region, (1) due to the violence that is being experienced in the municipality.

Following the peace demonstrations threats have intensified against Father Marcelo and the Parish Council, risks evidenced during the pilgrimage for peace on June 6, 2014, the date on which board members heard: "This fucking father who keeps fucking, what he wants is a beating or a bullet;” in addition, people during the march were slandering Father Marcelo through flyers accusing him of being a "subversive apostate" "false prophet" "social destabilizer of the region" among other denigrations of his work in the municipality.

It is worth noting that the work Father Marcelo does in the region has been an ongoing denunciation against the effects of alcoholism, drug addiction, prostitution, vices that are causing a rupture of the social fabric of Simojovel, in the sight of and with the permissiveness of the municipal authorities who protect the distributors and businessmen in those areas.

According to the Inter-American Convention on Human Rights in its Articles 4, 5, 11, 13 and 17 relating to the right to: life, personal integrity and safety, protection of honor and dignity, freedom of thought and expression and protection of the family, corresponding to Article 1 of the Constitution, which guarantees and protects human rights, in connection with other international treaties that the Mexican government is obliged to comply with by the international community, this Centre for Human Rights demands and urges that the Mexican State:

  • Protect and ensure the life, personal integrity and security of Father Marcelo and those who make up the Parish Council
  • Investigate and stop the acts of death threats, harassment, assault, defamation and criminalization against Father Marcelo and those who make up the Parish Council.
  • Take action in an immediate, effective, prompt, serious, thorough and impartial manner, and punish the perpetrators of this current situation, to avoid events and/or damages which could be impossible to repair.
  • Guarantee and respect the right to freedom of thought and free expression in the region which is one of the main rights that citizens have to express their concerns.

Finally we call on the Christian community, as well as national and international solidarity, to show their support for the work of Father Marcelo Pérez Pérez, the Parish Council and the Believing People in the region.

peregrinacion-660x330Since May 22, 2014, this Centre for Human Rights has documented security incidents which violate the life and integrity of those who are part of the Parish Council of Simojovel: surveillance, vigilance, harassment and following of members of the Parish Council on 22 and 23 May 2014; defamations accusing Father Marcelo Perez of boycotting the feast of St. Anthony of Padua, June 8, 2014; discreditations and disqualifications towards the priest of Simojovel, June 12, 2014 through flyers distributed by people working in the Town Hall in Simojovel; information about threats against Father Marcelo Perez on June 13, 2014 saying "they have put a price on his head of between 100,000 and 150,000 pesos"; attempt to enter the parish house of Simojovel on June 15, 2014, among other security incidents.
